The case for the further development of the emissions is to avoid the incremental impact of the national reduction target. The EPD through the EIA review process requires that the developer used in the manufacturing process technology should adopt best available technology to comply with the industrial autoclave of the European Union so as to minimize incremental emissions and should be actively involved in new technologies (such as: carbon capture, sequestration, etc.) and new energy technology research and development work.

In addition, in order to achieve national carbon reduction targets, the government is still actively promoting significantly reduce carbon emissions on a regular basis, and they treat establishment of the new development plan and economic development and growth of carbon reduction measures as agricultural work, hoping to set a reasonable offer price through the purchase of renewable energy, to encourage private capital investment. They set a variety of products and processes to improve the energy efficiency standards; and the substantial use of existing aac plants, incineration plants and industrial boilers, waste heat and organic waste and wind energy with agriculture, forestry, solar energy and storage energy facilities, small regional system approach to supply factories, shopping malls and community need hot water, heating, air conditioning, refrigeration or electricity, reduce carbon emissions in order to play a flexible operation, so that economic growth and decoupling of greenhouse gas emissions towards the objective of sustainable low-carbon economy forward.
